In accordance with PPG8 revised August 2001, Birmingham City Planners used some of these objections to reject a mast at Lime Grove Road, Moseley appeal APP/P4605/A/O21410346. They have worked in several other cases since. Masts and accompanying equipment create an eyesore that is visible and obstructs the skyline in view. Many masts are visible from all sides, and particularly obtrusive to the eye as many are situated with views from roads that it is uphill, hence at a high elevation. Location of character, original architecture and listed buildings, which are of historical significance, should be taken into account. The ugly large metal structures will clash and contribute to an aesthetic and visual deterioration of the areas. Where there is an area of green belt PPG8 revised in August 2001 condemns its interruption. Trees subject to preservation orders should be considered, as the effects on those are not yet known. The perceived health concerns related to masts create anxiety levels that are, in themselves, unhealthy and detrimental to the well being of the local community. A mast would be a constant reminder to the community and reinforce the fear of health after PPG8 (29) this is a material consideration. A sensitive area, as identified by the Councils own supplementary planning guidance, should be considered. Areas surrounded by residential properties, schools and pre-school childcare should be considered as sensitive. PPG8 calls for precautionary approach. The Birmingham unitary development plan, Jan 2002 telecommunications, paragraph 8.55A within the city, locations considered more sensitive than others include, Transport corridors, pronominally residential areas, listed buildings, conservation orders, historic parks and gardens, public open space, green belt, Sites adjacent or within the ground of educational and health institutions and any location identified in supplementary planning guidance. If there is already an antennae sited in the area, it is crucial not to create the potential of a cluster and concentration of pulsing masts, which could create an even greater health risk. The GovernmentТs own Stewart report recommends no further development of existing sites and no new sites to be near schools. Until current research is complete the real effect of clusters of masts on health is not known. PPG8 revised (1) and (13) expects operators to have discussions between relevant bodies, residents and interested groups and take into account views roused. Our view is that we do not want it here. Visual degeneration of the area and perceived issues of health risks connected to phone masts could devalue property within the area. May 2003 court awarded residents г10-20,000 each fro Swindon Council for allowing a mast to be erected. Phone coverage is sufficient and adequate within the area. What justification is there for further masts? We do not accept additional services such as image texting as justification for further masts. Concern as to instant images in pornography is an issue.
